On one of my evening walks, there was one ditched in Cresent Park a few weeks ago. Laying next to the path that runs beside the serpentine, broken open.
Thought it was an isolated incident, had no idea it was this big of a problem.
And investigating this a bit myself today, I see many spots on sidewalks where meters are missing, the very top of the meter broken off, etc..

Why isn't our massive police force staking out the blocks with meters on them? Seems not that much area to cover? They must be stealing some every night at that rate!

It's not worth $8000 on the market, as it has never been sold.
Perhaps he would list it at $8k if selling to the general public, but asking price does not equal worth.
Art is generally considered 'worth' the price it was last purchased for. All sorts of art sells for less than the artist's cost.
If there is demand among collectors for the art, only then does the value increase.

Speed limit is 50 there? You don't install speed bumps on 50 km speed limit roads.
It is most likely traffic coming from Main St that is speeding.
Coming from the east, Athabasca has many huge dips where sewer and water lines have been repaired, plus potholes. (Moose Jaw city road repair crews, notoriously bad at what they do.) The dips would act as speed bumps coming from that direction. I sure so slow down for them.
Maybe some flashing lights at crosswalks there would help calm the nervous seniors in the area?
