New federal regulations around natural gas plants could affect the proposed SaskPower power station in Moose Jaw, says the Moose Jaw & District Chamber of Commerce, which leaves three possible options for the project.

Options include to proceed with the project as planned; delay construction; or not construct the plant at all, the chamber explained in a news release. It will take SaskPower several months to fully analyze the federal changes and the effect on the company’s supply plan.

Both the chamber and SaskPower are expected to make an announcement about the future of the natural gas plant once a final decision is made about what these regulations mean. The federal government announced the new regulations on June 28.

“The Moose Jaw Chamber of Commerce is a valued stakeholder in SaskPower’s natural gas power station in Moose Jaw,” the news release said.

The current process to find a construction partner continues, said the chamber. It is committed to ensuring there are opportunities for participation from community members and Indigenous people. The chamber has a strong working relationship with the municipality and continues to negotiate a services agreement.

The chamber pointed out the Canadian Environmental Assessment Agency completed its review of SaskPower’s project description on June 27. The agency determined a federal environmental assessment of the project is not required under the Canadian Environmental Assessment Act, 2012. Instead, a technical proposal will be developed and submitted to the province.

“We continue to gather feedback on the project from local stakeholders and the community,” the news release added. “The federal government has also shared the comments (it) received through (its) process with us. We expect to issue a summary of what we’ve heard from the community in the fall (of) 2019.”
