Provincial public works group honours two city employees with awards

The Saskatchewan Public Works Association (SPWA) has recognized city employees Travis LeBlanc with the award of merit and Mark Caringal as the public works person of the year

A provincial public works organization has recognized two employees with the City of Moose Jaw for their efforts in managing infrastructure projects in the community.

The Saskatchewan Public Works Association (SPWA) held its annual conference online in February and hosted its 2020 award ceremony during the event. The association recognized Moose Jaw employee Travis LeBlanc with the award of merit and Mark Caringal as the public works person of the year.

“Travis and Mark work incredibly hard to keep massive infrastructure projects on track for our residents,” said city manager Jim Puffalt. “We appreciate their efforts and are thrilled that the SPWA has provided this recognition.” 

The award of merit recognizes the dedicated service of public works or related agency personnel at the operational level who perform their responsibilities in an exceptionally efficient and courteous manner, a news release explained. 

LeBlanc was the project manager for the 2020 cast iron water main replacement program. This was the first year that the municipality managed the design, tender, and construction services without a consultant. This project included replacing water mains and associated service connections and improvements to the storm, sanitary, road, and sidewalks as required. 

The public works person of the year award recognizes the outstanding service to the profession, the public and the SPWA by an individual who truly exemplifies the public works official.

Caringal is co-ordinating three major inter-related projects at the same time, including the Buffalo Pound Water Treatment Plant transmission line renewal, the east feeder main replacement, and the high-service pumphouse construction. The projects have multi-million-dollar budgets and are essential to the infrastructure enhancement of the city; Caringal has kept them on track and moving forward.
