I tried applying for the Rural Recruitment Incentive 

Because of their impossible hoops, there is no way legally for Continuing Care Assistants (CCA) to get this.

They want you to be a new hire in Saskatchewan Health Authority (SHA) into a permanent full- time position, which I tried to explain that even with lots of seniority takes time.

My situation is: I was a cook at Goodwill manor going to school for my CCA in 2019/2020 year and finished in April, quit my job at Goodwill and moved to Moose Jaw (a place listed in the rural incentive).

Got hired at Extendicare Moose Jaw as a CCA, and [Extendicare] wasn't SHA at this time. Two years went by, and going through the seniority hours I was casual then a temp-part-time then a temp-full-time, then permanent-part-time, then finally in October 2022 got rewarded a permanent full-time job. At the same time, SHA was taking over Extendicare on Oct 9 to be exact. 

I found out about this incentive and applied wanting to stay and make this place my home.

 I've been denied on the basis I'm not a new hire in SHA, which is so ridiculous cause SHA signed the Collective Bargaining Agreement (CBA) that states seniority rules when positions are posted.  So how do they expect anyone who is a CCA classified or even nursing classified to get this?  

Someone please help me understand this because I cannot understand why they (SHA) wouldn't want their newish hires to take positions and stay where they are.
