Council names new development officer, nominates two youths to advisory body

Council unanimously approved the appointment during its Sept. 11 regular meeting, using section 3.5 of the zoning bylaw as its authority to make the appointment.

City council has appointed a new development officer for the City of Moose Jaw and nominated two young people to sit on the municipality’s youth advisory committee.

During its Sept. 11 regular meeting, council unanimously approved the appointment of Raghvir Gill as a development officer for the city, allowing him to administer and enforce all aspects of the zoning bylaw. Council used section 3.5 of the zoning bylaw as its authority to make the appointment. 

Section 3.5 of the bylaw says, “Except for Section 11 of this bylaw, which shall be administered by the city’s building official, the development officer shall administer this bylaw. 

“The development officer shall be the city engineer, the city planner, the manager of engineering services or any other employee of the city authorized in writing by the council to act as a development officer for the purposes of this bylaw and the act. 
“For the purposes of administering and enforcing Section 11, the building official shall have the same authority under the act as a development officer.”

Gill began working for the City of Moose Jaw as a bylaw enforcement officer on Aug. 1, while one of his responsibilities is enforcing the zoning bylaw’s provisions. 

As per the zoning bylaw, the development officer must be appointed by council. The appointment will permit Gill to administer and enforce the zoning bylaw and everything related to it.

Youth appointments

Meanwhile, during its executive committee, council appointed Avery Surtees and Micky Peebles from A.E. Peacock Collegiate to the city’s youth advisory committee for a term to start immediately and conclude on June 30, 2024, or until a success is appointed. 

The appointments become official once council approves them during a regular meeting.

City hall contacted schools in April and asked them to provide the city clerk’s office with two representatives interested in sitting on the youth advisory committee, a council report said. 

The city clerk’s office received applications and consent forms from schools between April and July and then presented the nine student candidates and one council representative during the Aug. 28 executive committee meeting; council unanimously approved the slate. 

City hall received additional applications from Peacock Collegiate on Aug. 23 and 30 and forwarded them to council’s first September executive meeting for approval. 

The next regular council meeting is Monday, Sept. 25.
